BY THE CONCERNED PEOPLE OF MYANMAR,
A PROCLAMATION,
FOR REVOLUTION AND PARTICIPATION.
WHEREAS Myanmar, from the day it gained independence to the present, has been plagued by internal conflict due to its ethnocentrism, religious nationalism, and undemocratic foundations, resulting in millions of victims,
AND
WHEREAS the ultranationalists conspired the assassination of democratic cabinet members and ratified the 1947 constitution that broke political promises with various ethnicities and initiated the internal conflict in Myanmar,
AND
WHEREAS the Junta, led by Ne Win, took advantage of the national crisis and ratified the 1974 constitution for further consolidation of undemocratic principles and the establishment of a dictatorship,
AND
WHEREAS the Junta, led by Than Shwe and associates, ratified the 2008 constitution to justify their crimes, safeguard their wealth and power, and establish plausible deniability of its status as a dictatorship,
AND
WHEREAS the three constitutions of Myanmar, namely those of 1947, 1974, and 2008, failed to deliver liberty, equality, the principles of democracy, and establish a functional political order,
AND
WHEREAS the dictatorships of Myanmar, in order to secure their regimes, have instigated the people against each other throughout history,
AND
WHEREAS the military dictatorship led by Min Aung Hlaing has committed genocide and is still committing numerous acts of massacres against unarmed people,
AND
WHEREAS the present day in Myanmar, since the 1st day of February 2021, has experienced the scourges of war that cover the entire country,
WE, the concerned people of Myanmar, have learned from the past, experienced the present, and are determined and resolved to save ourselves and our compatriots from these scourges of social and humanitarian crisis, through our rights to participation and self-determination,
Hereby, we proclaim to the world with solemnity:
Article 1
The military dictatorship of Myanmar, also known as the "State Administration Council", is illegitimate. Any legal instruments derived from that dictatorship are invalid.
Article 2
The 2008 Constitution of Myanmar is illegitimate. Any legal instruments, political order, and mechanisms of power derived from that Constitution are invalid.
Article 3
The revolution aimed at creating a democratic society, grounded in the values of liberty, equality, and fundamental human rights, is legitimate. The people of Myanmar, as the bearers of sovereignty, shall partake in the revolution by exercising their rights to participation and self-determination.
Article 4
In adherence to democratic principles, the people of Myanmar shall determine their sovereignty and political status, free from any forms of intervention. No person shall be compelled to join or belong to any polity.
Article 5
This Proclamation for Revolution and Participation shall come into force on the 20th day of November 2023.
